Mission Statement 

East Bay CNA Academy is committed to providing high quality, affordable, and compliant nurse assistant training that prepares students for successful employment in the healthcare field. 

VISION STATEMENT 

To become a leading CNA training program in Contra Costa County known for excellence in education, strong clinical preparation, and high student success rates. 

PURPOSE 

This manual establishes the policies and procedures governing the operation of East Bay CNA Academy’s Nurse Assistant Training Program (NATP) in compliance with California Department of Public Health (CDPH) regulations. 

PROGRAM STRUCTURE 

The program consists of:

• 160 total hours

• 60 hours of theory and skills lab

• 100 hours of supervised clinical training Instruction includes classroom lecture, skills lab practice, and clinical training at an approved skilled nursing facility. 

ORGANIZATIONAL STRUCTURE 

The program is managed by: Program Director (RN):

• Oversees program compliance

• Supervises clinical training

• Ensures curriculum meets CDPH standards

Program Administrator / Instructor (LVN):

• Provides classroom and skills instruction

• Maintains student records

• Manages daily operations

Additional staff may be utilized as needed. 

ADMISSIONS REQUIREMENTS

Applicants must:

• Be at least 16 years of age

• Provide valid government-issued identification

• Complete enrollment agreement

• Submit health clearance including physical exam and TB screening

• Provide immunization records (as required by clinical sites)

• Complete Live Scan background check if required

• Obtain BLS/CPR certification prior to clinical training 

ADMISSIONS PROCEDURE

The school shall:

  • Provide program information to prospective students

  • Verify eligibility requirements

  • Collect completed enrollment documents

  • Maintain student records in secure files 

TUITION, FEES, AND REFUND POLICY

• Tuition for the program is set by the school and disclosed prior to enrollment

• Fees may include registration and student supply package

REFUND POLICY:

• Refunds shall be issued according to enrollment agreement terms

• Tuition may be prorated based on hours completed

• Administrative fees may be non-refundable 

ATTENDANCE POLICY

• Attendance is mandatory for all scheduled hours 

• Students must complete all 160 hours

• Absences may require make-up hours

• Excessive absences may result in dismissal 

TARDINESS POLICY 

• Students arriving late may be marked tardy 

• Repeated tardiness may result in disciplinary action 

MAKE-UP POLICY 

• Make-up hours must be approved by the instructor 

• Students must complete missed hours before program completion 

• Clinical make-up must meet CDPH requirements 

GRADING AND PROGRESSION POLICY 

• Students must successfully complete all theory, skills, and clinical requirements 

• Skills must be passed using competency checklists 

• Students must demonstrate readiness before clinical participation 

STUDENT RECORDS POLICY 

The school maintains: 

• Enrollment agreements 

• Attendance records 

• Skills checklists 

• Exam results 

• Clinical evaluations 

RECORD RETENTION POLICY 

Student records shall be retained for a minimum of four (4) years or as required by CDPH. Records shall be: 

• Stored securely 

• Protected from unauthorized access 

• Available for inspection upon request 

INSTRUCTIONAL METHODS 

Instruction includes: 

• Lecture and discussion 

• Demonstration and return demonstration 

• Skills lab practice 

• Clinical supervision 

SKILLS COMPETENCY EVALUATION 

• Students must complete all required CNA skills 

• Competency is verified through standardized checklists 

• Students must pass skills before clinical participation 

CLINICAL TRAINING PROCEDURES 

• Conducted at CDPH-approved facilities 

• Supervised by qualified instructors 

• Daily evaluation of student performance 

• Student-to-instructor ratios maintained per regulations 

CPR/BLS REQUIREMENT 

Students must obtain current BLS certification prior to clinical training. 

• Not included in program hours 

• Must be completed independently 

DRESS CODE (CLINICAL & LAB)

Students must wear: 

• Approved scrubs 

• Closed-toe shoes 

• ID badge 

• Maintain professional hygiene and appearance 


STUDENT CONDUCT POLICY

Students are expected to: 

• Maintain professionalism 

• Respect patients, staff, and peers 

• Follow facility policies Violations may result in disciplinary action. 

DISCIPLINARY ACTION / DISMISSAL 

Grounds for dismissal include: 

• Unsafe patient care 

• Excessive absences 

• Academic failure 

• Unprofessional conduct All actions shall be documented. 

GRIEVANCE PROCEDURE 

Students may: 

1. Submit complaints in writing 

2. Receive review by administration 

3. Receive timely resolution All grievances shall be documented. 

WITHDRAWAL POLICY 

Students may voluntarily withdraw. 

The school shall: 

• Document withdrawal 

• Apply refund policy if applicable 

HEALTH & SAFETY POLICY 

The program shall: 

• Maintain a safe environment 

• Enforce infection control practices 

• Ensure safe equipment use 

INFECTION CONTROL POLICY 

• Standard precautions are required 

• Proper hand hygiene must be practiced 

• PPE must be used appropriately 

INCIDENT REPORTING POLICY 

All accidents or injuries must be: 

• Reported immediately 

• Documented 

• Reviewed by administration 

EMERGENCY PROCEDURES 

The school shall: 

• Maintain evacuation plans 

• Conduct emergency response protocols 

• Ensure student awareness of procedures 

CONFIDENTIALITY / HIPAA POLICY 

Students must:

 • Protect patient information 

• Maintain confidentiality at all times 

• Follow HIPAA guidelines. Violations may result in dismissal.

 PROGRAM EVALUATION 

The program shall: 

• Review curriculum effectiveness 

• Monitor student outcomes 

• Implement improvements as needed
